Cheryl S. Bartlett, PhD
Cheryl Bartlett earned her Ph.D. from the University of Arizona with a major in Higher Education Policy from the Center for the Study of Higher Education and a doctoral minor in Management from the Eller College of Business.

Her specialties include research design and statistics services to hospitals, educational institutions, corporations, non-profit organizations, and legal agencies.

Dr. Bartlett’s experience includes: Business: Designed and implemented market research and evaluation, developed internal database procedures, provided training for data maintenance and continued systematic consumer research. Provided expert, organized data management and accurate, timely results for Clients. Proficient in a variety of statistical programs and database management.

Litigation: Provided expert witness support services for individual and class action employment discrimination litigation involving issues such as compensation, hiring, test development and validation, adverse impact, downsizing, and performance appraisal.

Grants: Assisted in grants development, administration, and evaluation: drafted research methods; provided database administration and organized records, survey design, program evaluation, statistical analyses and reports. Lew Riggs
Dr. Lew Riggs has three decades of healthcare, public relations, and marketing experience. He holds credentials from three universities, including an Ed.D. and B.A. Degrees from the University of Arizona and an MBA from The George Washington University.

Much of his career has been in the medical field, including management and public relations roles for the Tucson Medical Center, University of Arizona College of Medicine, and as Executive Director of the Tucson Osteopathic Medical Foundation.

Dr. Riggs is a nationally known consultant and speaker on healthcare public relations and marketing professional services. He has published extensively on a wide variety of topics ranging from employee communications and physician marketing to managing the impact of public policy on healthcare institutions.

His innovative programs have been featured as cover stories in Hospitals, Hospital Financial Management, Association Management, Medical Economics, and Clinical Laboratory Management Review. He has published two books and more than 50 articles. He has also made over 80 regional and national presentations and taught seminars for management and communications professionals.

Dr. Riggs has been honored for his work, including two awards from the Public Relations Society of America. He is listed in Who's Who in America, Who's Who in Finance and Industry, Who's Who in the West, and Who's Who in Public Relations. Dr. Riggs is a past president of the American Society for Health Care Marketing and Public Relations.
Dennis I. Winsten
Mr. Winsten's uniquely diverse background encompasses over 35 years with computers, including 30 years in the application of computer systems to healthcare.

He holds Bachelor's degrees in engineering and physics from the University of Arizona and Penn State University . His Master of Science degree in educational psychology was earned at the University of Southern California (USC). In addition, post-graduate work included emphasis on computer science and completion of course requirements for a Ph.D. in statistics and research design at the University of Minnesota .

Published papers have included topics on clinical system evaluation, selection, and installation, multi-site outreach networks, system contract criteria and negotiations, HIS interfacing, and other subjects related to clinical information systems. He has been a speaker at numerous seminars and professional meetings.

He has had extensive direct experience with all aspects of laboratory information systems and is thoroughly conversant with the various vendor systems available today. His background includes in-depth knowledge of laboratory and hospital operations as well as the capabilities and constraints of today's computer and communications systems technology.

Mr. Winsten's professional activities reflect the breadth and depth of his thirty-five years' experience. He has served as a healthcare system analyst, designer and developer, product and strategic planner, marketing director, and consultant for both users and vendors of laboratory, radiology, physician networks, data repositories, and other clinical information systems.

Consulting engagements have been for such diverse clients as multi-site/multi-hospital networks, community and university hospitals, and pathology groups.

Mr. Winsten's professional affiliations include: Fellow, Healthcare Information and Management Systems Society (HIMSS); Fellow, Clinical Laboratory Management Association (CLMA), CLMA Board of Directors, 1990-1993; Association for Pathology Informatics (API); Clinical and Laboratory Standards Institute (CLSI) - Area Committee on Automation and Informatics, American Healthcare Radiology Administrators (AHRA) and the American College of HealthCare Executives (ACHE). He has served as Clinical Systems Editor for Healthcare Informatics and Clinical Laboratory Management Review (CLMR) and is on the editorial board for Advance for Laboratory Administrators.

Prior to founding DENNIS WINSTEN & ASSOCIATES., Mr. Winsten held management positions with various healthcare systems firms including Sunquest Information Systems, Custom Systems, Inc., Honeywell, DNA/Avnet, Medical Systems Technical Services, and TRW Systems.

Michael J. Winsten, D.O.
Michael Winsten is a board-certified psychiatrist with experience in the use of computer systems for clinical analyses, physician internet connectivity and other clinical applications. He has received training in the application of laboratory and clinical information systems from the perspective of a user physician.

Dr. Winsten's educational background includes undergraduate degrees in foreign language studies (University of Wisconsin) and biochemistry (University of Arizona). His received his D.O. degree from the University of Osteopathic Medicine and Health Sciences (Iowa). Dr. Winsten’s psychiatry residency was at the University of Medicine and Dentistry of New Jersey.

His publications include: "Delusional Parasitosis: A Practical Guide for the Family Practitioner in Evaluation and Treatment Strategies", Journal of the American Osteopathic Association, Vol. 97-2, Feb. 1997; "The Laboratory Information Systems Industry in 2005", Advance/Laboratory, December 2005; and "Informatics Tools", Advance/Laboratory, February 2006.

Concurrent with his consulting role at DENNIS WINSTEN & ASSOCIATES., Dr. Winsten serves as the Department of Defense Consultant Psychiatrist at Holloman Air Force Base, New Mexico. Previously, he served as Medical Director, The Counseling Center and Student Health Center Consultant Psychiatrist for New Mexico State University.
